This module defines Internet bandwidth tier priority to enhance the Quality Of Service (QoS) level via 2 suggested tiers:

Premium Tier -- offers differentiated paid HSIA service

Complimentary Tier -- offers free best effort HSIA service

This also features enhanced support of per-client rate-limit within Premium and Complimentary Tiers.
